I have the honour to refer to paragraph 164
of the Salaries Report where the following charge allowances
are criticised:-

The former allowance originated from Sir C.
Clementi's despatch No.302 of 28th June, 1926, which received
the approval of Mr. Amery in his despatch No.265 of 20th
August, 1926. The allowance to the Chief Mechanical
Engineer was approved by the Officer Administering the
Government (Sir Claud Severn) in September 1922, but does
not seem to have been submitted to the Secretary of State
for approval otherwise than in the Estimates for the
following year where on page 86 the following footnote
occurs "allowance granted for work in connection with
supervision of Government motor cars". The duties of the Chief Mechanical Engineer in connection with Government motor
vehicles have increased steadily and the enclosed note of
recent work will serve to show its value to Government.
